[RED DEMOCRATICA] Comentarios : Los latinos debemos tener mas representacion.



Estimados co-miembros:
Despues de saludarlos respetuosamente, paso a transmitirles esta informacion relacionada al porcentaje de latinos ocupando puestos en la administracion Obama. La Agenda Nacional Hispana que es una agrupacion que lidera 29 organizaciones latinas nacionales ha mostrado su descontento, debido a que los latinos somos el grupo menos representado en el gobierno. De quince ministros o miembros del gabinete, tres fueron nominados y dos estan ocupando los cargos propuestos. Estos son Bill Richardson (que no acepto),  Ken Salazar (Ministro o Secretario del Interior) e Hilda Solis que ocupa la cartera de Labor.
De los latinos que fuimos a las urnas, el 68% voto por Obama, esto quiere decir que merecemos una mayor representacion. Lo que no podemos permitirnos es el pelearnos por los mismos puestos de trabajo, hay mas, muchos mas, la torta es grande y no debemos limitarnos a alcanzar puestos politicos, debemos ocupar puestos en el area de salud (Medicaid), de Servicio Social (Social Security Administration), Vivienda (Section 8 and Housing), Inteligencia (CIA and FBI); entre otras posiciones, como las que existen en el poder judicial y las Fuerzas armadas. 
Debemos prepararnos para alcanzar nuestras metas, se que la educacion en el extranjero es cara, pero tambien hay facilidades. Si no pueden porque su condicion legal no se los permite, pues entonces salgan conmigo a pedir una comprensiva reforma de inmigracion. Si se puede.

Latino Leaders Issue Report on Senior Latino Appointments in his First 100 Days
 
On President's Obama 100th day in office, the National Hispanic Leadership Agenda (NHLA) released a report assessing his track record in the appointment of Latinos to senior positions, as of April 27th. The NHLA is a coalition of 29 of the leading national Latino organizations in the United States. The report concluded that the NHLA "is very disappointed in the overall results." They point out that "Latinos remain one of the most under-represented groups in government and the most under-represented at the Senior Executive Service level." Latinos make up 13.2 percent of the national civilian labor force, by only 7.9 percent of the federal government work force.
 
The NHLA report identified 58 Latinos who had been nominated or appointed to senior positions in the Obama Administration. This included 19 who required Senate confirmation. The NHLA report explains that, "This is not change. This is more of the same, below target."
 
The NHLA commended the President for nominating 3 Latinos for his Cabinet, although one withdrew (Bill Richardson). There are two Latinos, Interior Secretary Ken Salazar and Labor Secretary Hilda Solis, out of the 15 full Cabinet positions (the Cabinet also includes 6 administrative positions, none of which are held by a Latino).
 
In the White House itself, they identified 4 Latinos appointed of the 49 senior positions made so far (8.2 percent of the total). There were, in addition, 5 Latinos appointed to Special Assistant to the President positions, although they point out that no Latinos has been appointed for a senior advisor of full Assistant to the President position as of yet.
 
Among the federal departments, three have not made any senior Latino appointments yet. These were Defense, Health and Human Services (HHS), and Treasury. States 1 (6.7 percent of senior appointments made so far); Justice 1 (9.1 percent); and Treasury 1 (10.0 percent). Others with very poor records of senior Latino appointments were: Those departments with the best track records of Latino senior appointments so far were: Labor 3 (or 42.9 percent of senior appointments made so far); HUD 3 (33.3 percent); and Veteran Affairs 2 (28.6 percent). The table below also indicates how many senior positions are yet to be filled by departments.

The following other federal offices and agencies have not appointed any Latinos to senior positions so far, according to NHLA report (many other agencies have made no appointments at all yet):

The NHLA report recommends that the President:
 
* "(I)mpress upon his Cabinet Secretaries, senior White House staff and the Office of White House Personnel, and the Office of Personnel Management that they need to be more attentive to the serious under-representation of Hispanics in the Obama Administration."
 
* "(O)rder an agency-by-agency review of the hiring process being utilized and request a 'Plan for Change and Improvement' from each department as it pertains to appointing more Latinos for high level positions."
 
* "(C)all for a comprehensive report on Hispanic employment in 90 days."
 
* "(O)rder a thorough review of all applications submitted to identify qualified Hispanic candidates for possible appointment to boards, commissions, and agencies, and to request more applications if necessary."
 
The report concludes that the "NHLA reaffirms its unqualified commitment to continue working with the President and those in his Administration to help get America back on the right track and moving again."
